Pusher Killed In Action " Top Drug Personality" In Paniqui, Tarlac

Paniqui, Tarlac - Thus, said PSupt Joel Mendoza as he described the killing of a drug pusher in Barangay Abogado.

In his report to Tarlac Police Director PSSupt Ritchie Posadas, Mendoza identified the slain “top drug personality” as Richard Fernandez (AKA Reggie), 38.

“Pag-abot niya (Fernandez) ng shabu at dadakmain na sana siya ng poseur buyer, binaril niya agad ito. Buti na lang naka-ilag ang pulis ko. ”, said Mendoza, this town’s police chief.

Fernandez is listed among this town’s Top 10 Drug Personalities.

A source said Fernandez went into hiding for months when the “intensified anti-illegal drugs operation was launched” but recently returned here and continued his selling of shabu and marijuana.
Mendoza said the entrapment happened right inside the house of Fernandez.

The police of this town hugged the news recently when an Aglipayan priest belonging to a faction of the Iglesia Filipina Independiente (IFI) was arrested here also for peddling shabu.

Randy Valdez, officiating priest of the Philippine Independent Catholic Church (PICC) in Cuyapo, Nueva Ecija, along with Mike Raven Quinto of Barangay Poblacion Sur here, and Camille Franilla, 23, of Barangay Poblacion Norte, also from this town, were nabbed in buy-bust operation last week.
“Alam na ng mga pusher ngayon na seryoso ang kampanya namin laban sa droga, kaya handa silang pumatay at mamatay. Na-tokhang na siya noon pero hindi siya nagbago”, also said Mendoza.
An unmarked cal. .38 pistol, 10 sachets of marijuana and a sachet of shabu were recovered from Fernandez.

Trike driver arrested for marijuana, shabu in Mayantoc, Tarlac

Mayantoc, Tarlac - - Small towns now target of drug suppliers?

This question came as this town’s police arrested a tricycle driver possessing marijuana and shabu at a check point in Barangay Rotrottooc on July 12, 2017 (Wednesday).

In his report to Tarlac Police Provincial Director Ritchie Medardo Posadas, PInsp Romulo Quibuyen identified the apprehended trike driver as Roderick Arpa y Castro, 47, of Barangay Malacampa, Camiling, Tarlac.

Quibuyen disclosed Arpa was apprehended after he tried to evade a police check point and was found in possession of 3 sachets of shabu and 2 sachet of marijuana.

“For the past several months, we have no known drug pusher here until we arrested him (Arpa) in our checkpoint. We are now re-assessing the situation to determine if other pushers have infiltrated our municipality”, said Quibuyen.

This town is a “remote but a very peaceful 3rd class municipality” lying in the hinterlands of the Zambales Mountain Range west of Tarlac province. It has around 33,000 registered voters.
It is very seldom that there are detainees at the police station detention cells.

“We have no idea that he was carrying illegal drugs. But when we arrested him for trying to run away from our checkpoint, he yielded marijuana and shabu”, added Quibuyen.

Upon being accosted, Arpa yielded 3 plastic sachets of Methamphetamine hydrochloride (Shabu) with a total weight of 1.758 grams and 2 sachets of Cannabis sativa (Marijuana) weighing 3.134 grams.

Arpa, however, refused to reveal his source nor the people to whom he will deliver the illegal drugs.
After being submitted for inquest at the Tarlac Provincial Prosecutors office, Arpa was committed at the Camiling Bureau of Jail Management and Penology.

Arpa, who is a native of San Carlos City, Pangasinan, was charged of violation of Section 11 of RA 9165 (possession of illegal drugs).

3 PUSHERS FROM OTHER TOWNS ARRESTED, 1 KILLED IN ARMED ENCOUNTER IN GERONA, TARLAC

Are drug peddlers invading this town?

This came about as 3 drug pusher were arrested while 1 of their kind was killed in an armed encounter on 4 separate entrapment operations here this week.

Slain in a shoot- out with the police this morning was Omar Ugadan of Barangay Tibag, Tarlac.
Ugadan, a known drug personality who “surrendered” to the city police during the advent of the PNP Project Tokhang, but, apparently, continued peddling drugs.

In his reports, PSupt Franklin Estoro revealed that last Wednesday, Jayson Lansang y Nuñez, 37, years old, married, of 3029, Abucay Street, Tondo, Manila, was entrapped in Barangay San Antonio.
Lansang, who yielded 4 sachets of shabu, “was arrested along with his co-hort Chiaro Crisanto Catu y De Guzman, 26, who was caught in possession of the mark money and another sachet of drugs”.
In his report to Tarlac Police Provincial Director PSSupt Ritchie Medardo Posadas, Estoro also disclosed Yesterday Santy Samson y Dela Cruz, 30, of Barangay Panampunan, Tarlac City, was apprehended in a buy-bust operation also in Barangay San Antonio.

Recovered from Samson were 3 sachets of illegal drugs.

“Ugadan was shot dead several meters fronting the house of former mayor Dennis Go when he tried to run away and fired 3 times at my men with a caliber .38 revolver”, Estoro said.

Local residents claimed almost all known pushers from this town were already apprehended since a relentless anti-illegal drugs campaign was launched by the police.

“Nahuli na yatang lahat ang mga kilala naming nagtutulak ng droga dito sa aming barangay kaya taga-ibang lugar na lang ang nagdadala ng droga dito”, said Jojoy Alicaycay, Chairman of Barangay San Antonio.

Last week, 3 known pushers from the municipality of Paniqui, including a public high school teacher, were also arrested by this town’s police Intelligence Unit headed by PInsp Joel Gamboa.

For his part, Barangay Poblacion 1 Kagawad Leslie Bermudez said, “lahat ng mga kilala naming ‘tulak’ sa aming barangay nahuli na o nagsi-alis na. Pero nakapagtataka na mayroon pa rin kaming nababalitaang nakaka-gamit ng shabu. Para tuluyang mawala ang droga, kailangan talagang bantayan ang mga pusher galing sa ibang lugar at sugpuin ang mga gumagawa ng shabu”.

“Hangga’t may gumagawa at nagpapasok ng shabu sa bansa, hindi mawawala ang mga pusher at addict”, added Bermudez.

2 MUNICIPAL EMPLOYEES IN CONCEPCION, TARLAC BUSTED WITH SHABU

Concepcion, Tarlac - - “Walang sino-sino pagdating sa droga”

Thus, said mayor Andy Lacson on the arrest of 2 municipal employees here yesterday by the local police led by PSupt Luis Ventura Jr.

In his report to Tarlac Police Provincial Director PSSupt Ritchie Posadas, Ventura identified the arrested municipal employees in a separate buy bust operations as Abel Datu, 50, of Barangay San Nicolas Pobalcion, and Armando Pamintuan, 51, of Barangay Green Village who was entrapped along with 40-year old Mary Ann Pamintuan in their barangay.

Datu is a contractual street sweeper while Pamintuan works as a permanent utility personnel.
Being both employees of the municipal government, they are classified as “newly discovered High Value Targets (HVT)” said Ventura who assumed as police chief of this town last March 28.

In an interview, Lacson revealed that, “since Col. Ventura became our police chief I ordered him to arrest all persons involved in illegal drugs regardless of who they are. Sa aking administrasyon walang sino-sino pagdating sa droga”.

Last month, Ventura led his men in separately entrapping 2 barangay kagawads who were Barangay Kagawad Daniel Quilala of Barangay Alfonso and Barangay Kagawad Noel Sanches of Barangay Sta. Rita.

Four sachets of shabu were confiscated from Datu, while Pamintuan yielded 2 sachets and Mary Ann has 3 plastic sachets of shabu.

Datu and the Pamintuans all tested positive of methamphetamine hydrochloride.

For his part, Ventura said, “We are thankful for the support of the people of Concepcion especially Mayor Lacson. Their trust and cooperation ensured the success of our anti-drug campaign”.

In less than 3 months, Ventura is credited for having arrested more than 60 persons involved in illegal drugs.

DEPED TEACHER, 2 ‘RECIDIVIST’ PUSHERS BUSTED IN GERONA, TARLAC

Shabu ruins the mind and the soul.

This was the remark after a public high school teacher and 2 “recidivist” drug pushers were arrested in 3 separate buy-bust operations in Gerona, Tarlac last June 14, 2017.

Police Senior Inspector Joel Gamboa, Intelligence Officer of this town’s police said, “first to be entrapped was Johnny Linsao Cortez, 53, who was previously apprehended for peddling shabu”.
Cortez was arrested selling shabu to a police poseur buyer in Barangay Luna from whom 2 sachets of illegal drugs were confiscated.

“Then came the entrapment of Hernando Linsao Cortez, 50, AKA Buddha, in Barangay San Antonio. Six sachets of shabu and a digital micro weighing scale, along with several pieces of drug paraphernalia, were seized from Hernando”, Gamboa revealed.

Johnny and Hernando are brothers and both reside in Barangay Samput, Paniqui.
Gamboa also disclosed that Department of Education (DepEd) high school teacher Oscar Bacho Linsao Jr. was the 3rd to be entrapped in Barangay Poblacion 3.

The 49-year old Linsao resides at Barangay Poblacion Norte in Paniqui town and teaches at the Moncada National High School, Campo Santo 1 Norte, Moncada, as DepED teacher 1.

PO3 Artem Balagtas, the police investigator on the 3 buy bust cases, revealed that Hernando Cortez was previously arrested 3 times in Paniqui town all for selling shabu the latest of which was in 2015.
While Johnny Cortez was his 2nd time to be arrested for illegal drugs all in Paniqui town.

Balagtas also said, “Linsao and Hernando both tested positive of methamphetamine”.
According to Gamboa, “the successful entrapment on the 3 suspects was the result of the “focused and very diligent ‘intel-work’ of PO3 Mike Lester Bustillos”.

Bustillos is the Intelligence PNCO and leads the 8-member Intelligence unit of the Gerona police.
Meanwhile, PSSupt Ritchie Medardo Posadas, Police Provincial Director, lauded the arrest of the teacher Linsao along with the Cortez brothers.

“The successive arrests of 3 suspected drug pushers within 24 hours by the group of (Senior Inspector Joel) Gamboa is a laudable accomplishment. Their determined efforts to rid their town of illegal drugs peddlers deserve commendation”, said Posadas.

PUSHER FROM DAVAO KILLED IN TARLAC

Are drug peddlers migrating?

This was the question posed after a “new big time pusher” was killed here in an armed encounter with the police at Barangay Tagumbao in Gerona, Tarlac.

In his report, PSupt Franklin Estoro identified the slain pusher as Rodelio Sabalo y Unat, 34, who is said to be new resident of Barangay Camangaan East, Moncada town.

Recovered from Sabalo were a caliber .9MM pistol , 16 sachets of shabu, a Honda TMX 155 motorcycle, among others.

According to PInsp Joel Gamboa, Sabalo sold 2 sachets of shabu to police poseur buyer PO2 Archie Niegos but resisted arrest and fired at the apprehending police team.

He was killed in the ensuing firefight with the policemen.

“From the looks of it (Sabalo’s killing), he is prepared to fight the police. He immediately drew his gun when he was about to be arrested and fired at my men”, said Estoro.

“Nahuli na naming lahat ang mga known pushers na taga-Gerona), pero may mga bagong pushers na lumilitaw na galing sa ibang lugar”, said Gamboa, this town’s long time Intelligence chief.
A few days ago, Gamboa’s Intel group arrested 3 pushers who are all from the neighbor town of Paniqui including a public high school teacher.

From the documents found from his body, Sabalo is from Barangay Magatos, Asuncion town, Davao Del Norte.

He moved to Barangay Camangaan East barely a couple of months ago.

"Batang Gapo" Drug Pusher Arrested By Concepcion Cops

No more shabu from Olongapo City?

This came as the police here arrested a “well known” drug pusher from Olongapo City who allegedly supply drugs in Concepcion, Tarlac.

In his report to Tarlac police provincial director PSSupt Ritchie Posadas, Superintendent Luis Ventura Jr, revealed that Arnolf Lugtu, AKA “Ponpon”, 30, of Sitio Pao, Barangay Sta. Cruz, here, was nabbed in a buy bust on May 27 morning time.

Lugtu’s name is listed on this town’s Watchlist of drug personalities and earlier he was among those who “surrendered” to the police but, apparently, he (Lugtu) continued his drug operation.

“Lugtu fooled us (police). He surrendered (to the police) and admitted his illegal drug activities and even signed an affidavit promising that he will no longer involve himself on illegal drugs. But he reneged on his promise and continued his selling shabu“, said Ventura.

Lugtu is a native of Olongapo City, but established a “palay buying” and “cono” (palay mill) business in Barangay Sta. Cruz 3 years ago.

His neighbors suspect that his business is only a “front” for his drug dealings.

“Nakaka-duda ang pagnegosyo niya (Lugtu) dito sa amin. Nagtayo siya ng konohan (palay mill) pero madalas namang sarado at ang pagbili niya ng palay paminsan-minsan lang. Laging siyang nagpupunta sa Olongapo (city) at alam ng halos lahat dito na siya ang nagbibigay at nagbebenta ng shabu dito sa amin”, said a neighbor who requested his name withheld for security reasons.

Lugtu is also described as, “bigtime, laging maraming pera pero hindi naman ina-asikaso ang negosyo (palay buying and milling)”

For his part, Mayor Andy Lacson commended Ventura for his “very serious and relentless efforts against illegal drugs”.

“Walang shabu laboratory dito, kaya dapat talagang hulihin ang mga nagdadala ng droga sa aming bayan”, also said Lacson.

Manila-Based Shabu Supplier of ‘REFORMED’ Pushers Killed in Bungled Buy-Bust

“The supply of drugs must be stopped.”

Thus, said when police here tried to entrap a Manila-based supplier of shabu which turned bloody when the suspect was killed after he shot it out with the cops.

In his report PSupt Luis Ventura identified the slain “supplier of ‘reformed’ drug pushers” as Marlon Kasan, 33, who is from Paco, Manila.

Ventura said Kasan was killed in an entrapment operation at Barangay Minane Concepcion, Tarlac at around 3am on May 21, 2017 (Sunday) when he (Kasan) resisted arrest and fired his gun.

“He is the (drug) supplier of several drug personalities who have ‘surrendered’ and underwent reformation. He is the source of shabu from Manila”, said Ventura.

Found from Kasan’s wallet were several pieces of Cebuana Lhuillier “padala” receipts sent to him by local drug personalities apparently as payment for the shabu he delivers.

A number of the persons who sent him “pera padala” were “drug-reformists” disclosed Ventura.
Also recovered from Kasan were 7 “bulging” sachets of shabu, a caliber .38 pistol with fired and live ammos, and pieces of drug paraphernalia.

Ventura, who have caused the arrest of 36 suspected illegal drugs violators in barely 2 months of being assigned as this town’s police chief, said, “we have focused our operation on stopping the flow of drugs in our town and on apprehending High-Value-Targets. We are very sure we have no shabu laboratory here. The supply of drugs comes from the outside”.

Within the last 2 weeks, 2 barangay kagawads were arrested selling shabu who were Barangay Kagawad Daniel Quilala, 36, of Barangay Alfonso, and Barangay Kagawad Noel Sanches of Brgy Sta. Rita.

Earlier, Brgy. Kagawad Gil Pascua, also of Brgy. Sta. Rita was also entrapped in a buy-bust operation.

As this developed, Tarlac Police Provincial Director PSSupt Ritchie Medardo Posadas commended Ventura for a “job very well done”.

Shabu Queen In Moncada Tarlac, Finally Arrested!

Thus said after the police here arrested a “notorious” drug peddler known among drug personalities as “Shabu Queen”.“She is so famous among drug circles. They call her Queen or Fairy Queen”, said PCInsp Palmyra Guardaya, this town’s police chief.

Guardaya was referring to Nory Bamba y Soriano, 36, who is from Barangay Estacion, Paniqui town who was arrested in a buy bust operation at Poblacion 1 Moncada, Tarlac on May 25, 2017 (Thursday).

Bamba was arrested just after she disembarked from a north-bound bus and sold a sachet of shabu to a police poseur-buyer.

Aside from a retail-sized sachet, 2 bulging plastic sachets of shabu weighing around 5 grams were confiscated from Bamba, Guardaya revealed.

In her report to Tarlac Police Provincial Director Ritchie Medardo Posadas, Guardaya disclosed that Bamba’s apprehension came hours after the arrest of a group of local drug pusher who identified the Shabu Queen as their supplier of illegal drugs.

Earlier arrested were Isaiah Charles Villatema, AKA “IC”, 23, of Baraangay Pob. 4, Emil Guevarra, 22, of Barangay Camposanto and Dennis Dalimot, 34, of Barangay Capayaoan.

Villatema’s group were entrapped at Barangay Lapsing and confiscated from them were 6 sachets of shabu which they claimed were supplied by Bamba.

According to Posadas, Bamba’s illegal drug operation covers the towns of Moncada, Gerona, Paniqui and Tarlac City.

“Guardaya’s contribution in our intensified campaign against illegal drugs is commendable. The arrest of one among the very active and very elusive local supplier of shabu (Bamba) is a no mean feat”, said Posadas.


Barely 2 months of being assigned here, the “hardworking” lady chief of police have already arrested 16 pushers in this town.
