Jalara Calusa Narciso is a 20 year-old from Caluluan Concepcion, Tarlac, graduated at Tarlac State University with the degree of Bachelor of Secondary Education Major in Mathematics.

"Simpleng mag-aaral, nangarap, nagsumikap. I am a daughter of Mr. Rolando Narciso, a laborer, and Raquel C. Narciso, a public school teacher. I have an older sister, who did not take higher education to give way for me and two younger sister who are in high school. I am a DOST scholar and currently serving the country by teaching in public high school in our barangay as a return of service to the support given by the government. I never imagine teaching but every path I took lead me to this profession or should I say vocation. As they say, maybe, everything will fall into their places." Narciso said.

Jalara Narciso ranked number 4 in Licensure Examination for Teachers with the average of 92.20%.

Meanwhile, a total of 160 newly licensed elementary teachers registered a 44.69% passing rate for TSU against the national passing rate of 26.33% in the elementary level.

NAPOLCOM resolution baseless, irresponsible, fake? 17 TARLAC MAYORS THROW SUPPORT, VOUCH LACSON

Thus, said the mayors of the province who signed a Resolution “expressing unequivocal support” to Concepcion town mayor Andy Lacson.

The local chief executives who comprise the League of Mayors of the Philippines, Tarlac Chapter (LMP-Tarlac), met in this town in a special meeting primarily to sign their resolution.

The resolution says, “most unthinkable and painful is when is suspected to have a hand on illegal drugs and much more when (this is) made public through print or media (news)”.

“The LMP-Tarlac resolution was made to manifest our support to mayor Lacson and (Camiling mayor) Erlon Agustin.

The National Police Commission (NAPOLCOM) issued just recently its own resolution tagging 4 mayors of Central Luzon as “involved in illegal drugs trade/activity”.

Many here described the NAPOLCOM resolution as “baseless, a fake and a like”.
“We express our one hundred percent attestation to the fact that both mayors are with unquestionable integrity, honesty, credibility and dedication to good moral acts and deeds. We vouch that mayors Lacson and Agustin are God-fearing persons and we have high esteem for them ”, said the LMP-Tarlac.

Upon the release of the “controversial” NAPOLCOM resolution which stripped the mayors of their supervisory control over their respective police units, a large spontaneous “indignation rally” was held at the Concepcion plaza where speakers took turns in lambasting the NAPOLCOM and belied the commission’s accusation that Lacson was involved in drugs.

“As far as we know, (the mayors) were never involved in any crime, nor have been charged in court of law, nor have found protecting, cuddling or associating with unscrupulous persons”, also said the LMP.

LMP Tarlac president Moncada mayor Lita Aquino said, “It’s a big lie. We solidly stand behind him (Lacson)”.

While San Manuel Mayor Benjamin Tesoro lamented, “The allegation is very damaging to a very decent man (Lacson) who is too fragile to be involved in such a dirty trade (drugs). I don’t believe (the report). Never”

Meanwhile, the Vice-Mayors’ League of the Philippine (VMLP) Tarlac president Vice Mayor Danilo David of Concepcion said, “I personally know Andy since he was a kid. I can personally vouch that he is not into drugs. Politika lang ang rason kaya siya nadawit sa droga”.

David also revealed that the VMLP will also issue a resolution condemning the “baseless and irresponsible NAPOLCOM resolution” which identified Lacson as involved in drugs.

These were some among the words shouted by the town folks who filled the municipal plaza in protest of the National Police Commission’s (NAPOLCOM) order against Mayor Andy Lacson.
This came as the support to the “beleaguered” mayor by other local leaders snowballs.

The NAPOLCOM recently issued a resolution tagging Lacson, along with the mayors of Angeles City, Subic, Zambales and Camiling, Tarlac, of involvement in illegal drugs and were stripped of their supervisory power over the local police

The October 30 NAPOLCOM resolution received by Lacson’s office last November 10 morning, says, “the (four) local executives have been identified as engaged in illegal drugs and hereby resolved to withdraw the deputation of Mayor Andy Lacson (and 3 other mayors) as NAPOLCOM representative”.

Under the law, the NAPOLCOM, being the organization directly supervising the PNP, deputize municipal mayors to exercise supervisory control over local police force.

A big lie.

Sought for comment, Moncada town Mayor Lita Aquino who is head of the League of Municipal Mayors of Tarlac said, “It’s a big lie. We solidly stand behind him and mayor Erlon (Agustin of Camiling). We (personally) know them as God-loving and God fearing people (and) of good moral character”.

For his part, San Manuel Mayor Benjamin Tesoro said, “The allegation is very damaging to a very decent man who is too fragile to be involved in such a dirty trade (drugs). I don’t belive (the report). Never.”

“We know him as a very decent person, principled, honest and strongly against drugs. We cannot believe he is into drugs. What is their basis in accusing him?”, said Father Mon Capuno, head of the Parish Pastoral Council of this town.

“Kilala namin siya mula bata pa siya. Alam namin na hindi siya gumamit, lalo na nagbenta, ng ano mang droga. Galit nag alit siya sa droga kaya walang basehan ang kanilang paratang”, said Barangay Sta. Rita Chairwoman Lydia Sampang.

The NAPOLCOM resolution, which was signed by DILG secretary Catalino Cuy, Atty Rogelio Casurao and 4 other commissioners including PNP chief PDG Ronald Dela Rosa, accused Lacson of being “engaged in illegal drug trade/activity”.

During the jam-packed prayer rally held at this town’s cathedral, Lacson branded the NAPOLCOM order as baseless and malicious.

“Napaka-unfair ng (order ng) NAPOLCOM, wala pa man imbestigasyon inakusahan na akong involved sa ilegal na droga. Mali ang report ng NAPOLCOM. Dapat nilang malaman na ako pa mismo ang nangunguna sa mga drug tests na isinagawa namin sa munisipyo. Galit na galit ako sa droga at ni minsan sa buhay ko hindi ako tumikim niyan”, Lacson said.

“Hindi po ito pag-laban sa pamahalaan kundi pangangailangan lamang na linisin ang aking pangalan. Biktima (po) ako ng paninira. Hinahamon ko sila (NAPOLCOM) na magpunta dito at personal nilang i-validate ang report. Kung mayroon po silang mai-haharap sa akin na kahit isang tao lamang na magsasabing ako ay gumamit o may aktibitad sa droga, magre-resign ako. Dapat din nilang malaman na suportado ko ang kampanya ng gobyerno laban sa droga”, Added Lacson.

He also lamented that in his 22 years in public service, it was the first time that he was accused in illegal activities.

The 39-year Lacson started his political career at age 18 when he was elected Sangguniang Kabataan chairmen. He went to be elected as municipal councilor and became a 3-term vice mayor. He is now serving his second term as mayor.

Barely a couple of months ago, Lacson received a special commendation from the PDEA region 3 Director Ishmael Fajardo for his “support to the government’s campaign against illegal drugs”.
The PDEA commendation came after the local police arrested 3 barangay councilors and 2 municipal employees for their involvement in illegal drugs.

In an FB comment on the issue, Jonathan Manalao said, “(this is) the Philippines biggest fake news I've ever heard. Akusasyon na walang basehan. Walang patas na imbestigasyon. Yan ang batas meron ang pilipinas. Ganyan karumi at kadaya ang batas ng Pilipinas. Mga high-end drug lords di makulong- kulong di mapatay-patay kasama na si Baste Duterte anak ni (Presidente) Rodrigo Duterte. Napakalungkot isipin na ang butihing anak na matulunging tao, mahusay at matalinong alkalde ng aming bayan ay sinangkot sa drug trade ng mga taong inggit at gahaman sa kapangyarihan.

Sought for comment, Tarlac Police Provincial Director PSSupt Ritchie Posadas revealed that, “adjudication is (now) being conducted by the national agencies” on the issue raised against Lacson.
Adjudication is a police term which means “the charge or issue is being reinvestigated”.
Meanwhile, the Sangguniang Bayan (SB) headed by Vice Mayor Danilo David issued a Manifesto of Support.

Barangay Chairperson Evelyn Rivera revealed that the municipal Association of Barangay Chairmen also revealed that the 45 barangay councils of the town came out with their respective resolutions in support to Lacson.

In a separate interview, Rodrigo Mandapat, commented, “Ano ba ito, parang ‘yung pinabasa kay president (Rodrigo) Duterte na unang narco-list na kung saan yung isang judge na nakalista na actively involved sa droga ay matagal na palang patay? At ‘yung judge naman ay matagal na ring nagretire? Sinira nila ang reputasyon ni mayor, kailangan nilang itama ang maling akusasyon”.
More than 10,000 people attended the protest rally at the plaza which is claimed as the biggest “spontaneous rally” surpassing even the meeting de avance held during the last elections.
“Walang nag-invite sa kanila, walang program ang rally.

Nagprepare lang ng sound system sa plaza pagkatapos ng mass sa simbahan. Very natural ang support ng lahat ng tao kay mayor. Ito ang pinakamalaking rally dito sa plaza, mas malaki sa mga meeting de avance at lahat galit sa ginawa ng NAPOLCOM. Walang naniniwala na sangkot sa droga si mayor”, said councilor Reggie Dizon.

MAYOR IN CONCEPCION, TARLAC DENIES DRUG LINKS, NAPOLCOM REPORT IS BASELESS

Mayor Andres Lacson of Concepcion, Tarlac, on Thursday branded as baseless the allegation that he was engaged in the illegal drug trade, which was the basis of the National Police Commission (Napolcom) to strip him and 23 other local executives of police power.


"Hindi po tama 'yung report nila dahil kahit pumunta sila dito to validate for themselves, napakalayo sa personality ko, sa activity ko, 'yung sinasabi nila. Baseless po iyan kahit saan sila magtanong dito," Lacson said in a phone interview with GMA News Online.

He said there was no organized drug group in his city and those who deliver illegal drugs have already been arrested. He said even the city's chief of police can attest that he is not involved in illegal drugs.

Lacson admitted that he was hurt with the Napolcom resolution linking him to illegal drugs.
"Para nila kaming pinatay na walang honor. Iyong mga taong hindi kami kilala [ay] hindi na mababawi sa kanila 'yung masamang impresyon," he said.

He added that in his many years in public service, it was the first time that he was linked in illegal activities.

"First time akong na na-involve sa fiasco sa ganito pa. Nagsimula akong youth leader sa SK (Sangguniang Kabataan), councilor, vice mayor for three terms, at second term ko na sa pagka-mayor ngayon, never akong na-involved sa ganyan," he said.

He asked the Napolcom to validate their information again.

"Pumarehas lang sana sila, mag-validate sila hindi kami natatakot kahit kalkalin nila ang buong buhay namin," Lacson said.

He asked if his inclusion on the list was because Concepcion, Tarlac, is the hometown of the former President Benigno Aquino III.

Lacson said he will write a letter to the Napolcom, Philippine Drug Enforcement Agency, Department of Interior and Local Government, and Philippine National Police to clear his name.

The Napolcom resolution stated that after continuous validation by the intelligence agencies concerned, the local chief executives, including Lacson, have been identified as engaged in illegal drug trade or activity.

"The exercise of the duties, obligations, powers, and prerogatives vested unto the foregoing local chief executives as Napolcom deputy under Section 51 (b) of RA 6975 as amended are hereby suspended accordingly," the resolution said.

"Based on the consistent pronouncements made by our Chief Executive President Rodrigo Roa Duterte in his campaign against illegal drugs, the involvement of a local chief executive in illegal drug activity constitutes an act inimical to national security."

The resolutions said the alleged involvement in illegal drugs of the local officials negated the effectiveness of the peace and order campaign and thus serves as a valid ground for suspension or withdrawal of deputation of Napolcom representatives.

This is what Mayor Andy Lacson said to an employee of a hotel that has spent over P2.4 Million cash left behind by a businessman.

In a simple award, Lacson identified the so-called "ideal citizen of Concepcion, Tarlac" Arlan Sotto Sampang, 21, of Barangay Alfonso.

Mr. Sampang is a member of the Hotel Sogo Dau Branch in Dau, Mabalacat, Pampanga.
Sampang saw a bag containing P2.4 Million cash, checks and important documents in a businessman's room, rather than interrogation, which she informed immediately of the hotel's leadership.

After more than a day, the businessman returned to the hotel just in case he could see his money and important documents, but his bag was completely empty.

According to the hotel's leadership, the businessman did not want to mention the name and address but gave "early holidays" to Sampang.

In his honor, Lacson mentions, "the good you have done has given a great honor to our people and to all of us your countrymen".

"You have brought prestige, pride and honor to all of us. You are a citizen who must be emulated ", Lacson added.

Lacson asserted Sampang's work in the town hall and was also rewarded for his loyalty.
"People like him are just what our government needs. It's wonderful to have his natural behavior, he's not even glaring at nearly two and a half million pesos. That's a lot of precedence," Lacson said.

Drunk cop beats neighbor with gun in Concepcion, Tarlac

Thus, said Mayor Andy Lacson to the family of Rodney Antonio who was beaten black and blue by his neighbor PO1 Marc Bucu inside their house at Barangay Alfonso around midnight September 14, 2017.

Antonio said Bucu was in civilian clothes and “very drunk when he brutality assaulted” him.
Showing his wounds on his head and bruises on his body, Antonio said, “wala naman po akong kasalanan ng bigla na lang siyang (Bucu) dumating at sinira niya ang aming pinto at ang pinto ng kuwarto ko. Pinagpapalo po niya ako ng kanyang baril at pinagsusuntok at pinagtatadyakan niya ako”.

The 30-year old Antonio was accompanied by his mother and some members of his family when they sought Lacson’s help at the municipal hall.

Antonio also said in front of police chief PSupt Mike Guzman that he was alone then at their house when Bucu arrived “very drunk”.

“Lasing na lasing po siya at pinaggigiba niya ang aming mga pinto. Pati po ceiling fan ko sa aking kuwarto sinira niya”, also said Bucu.

Antonio showed at least 4 wounds on his head and several bruises in his body mostly on his back.
During the meeting Lacson said, “HIndiko ku-kunsintihin ang mga ganyang pulis. Dapat mapatawan siya ng disciplinary action. The police should ensure that the people are safe. They are the protector of the people, they have no right to hurt any person”.

Buco and Antonio reside at the same Purok in their barangay and have known each other for a long time.

The visibly frightened victim revealed that Bucu’s anger must have been related to an altercation the between Bucu’s relatives and their other neighbors who run towards Antonio’s house night before.
“Akala niya siguro kasama ako sa mga nagkagulo noong isang gabi”, added Antonio.

During the meeting at the mayor’s office, an aunt of Antonio who requested her name withheld said, “Kasarap sana na may kapitbahay kang pulis na po-protekta sa inyo, pero sa nangyari takot na kami sa mga pulis”.

“Isipin niyo na lang, giniba niya ang pinto sa harapan at pinasok niya pa ang aking pamangkin sa kanyang kuwarto at pinagpapalo niya pa ng baril. Buti na lang nakatakbo pa si Rodney papunta sa amin”, added the aunt who lives in front of Antonio’s house.
Right after the meeting, Guzman summoned Buco to face Antonio and his family.

Man's body found floating in Bangkal River Concepcion, Tarlac

Concepcion, Tarlac - A body of a still-unidentified man was recovered from the Bangkal River on Thursday (August 31, 2017) in Concepcion, Tarlac



The Residents in Concepcion, Tarlac said the victim was found Thursday morning but authorities had difficulty retrieving him.

The man, had wounds on his face.

The victim was wearing a brown shirt and stripes shorts.

The body has been brought to a funeral home.

1 DEAD IN SHOOT-OUT, 1 ARRESTED IN CONCEPCION, TARLAC

One cannot escape his crimes.

This must be the lesson learned too late of the suspected “murderers” who were cornered barely 4 hours after shooting dead 2 persons and injuring 2 others at around 7:00 am August 13, 2017 (Sunday) in Concepcion, Tarlac.

One among the 3 fleeing gunmen was killed in a shoot-out with the police while one was arrested. The 3rd suspect was able to escape by running through the thick bush.

The gunmen were about to exit this town when they were cornered by police operatives at Barangay Alfonso some 10 kilometers away at around 11 AM on board a white Hi Ace van (ADJ 2035).

According to PSupt Miguel Guzman, newly assigned police OIC of this town, the slain fleeing gunman was Bernard Nucup y Cruz, 21, of Barangay San Francisco, Magalang, Pampanga, and the arrested “murder suspect” was Hernan Galang y Miclat, of Brgy. Mabato-bato, Magalang, Pampanga.
In his report to Tarlac Police Provincial Director PSSupt Ritchie Posada, Guzman said the 3 were involved in the “cold blooded shooting to death” of Jaime Baquing, 58, and his son Chody Baquing, 36, both of Barangay San Nicolas Balas, here, and the wounding of Rustico Sevilla, 76, of Brgy Telebangca, and Marcelo Marcelo, 63, of Brgy, Luisa, Magalang, at the Baquing residence.

Guzman also revealed that at around 11 Am, the 3 gunmen on board the Hi Ace Van were about to be flagged down in Barangay Alfonso when one among them shot at the policemen manning the checkpoint.

After a brief gunfight, Nucup was critically hit and Galang was nabbed but their companion was able to run away.

Nucup and Galang were positively identified by several witnesses, including the sons of Jaime Baquing who saw them enter the house of the Baquings and “mercilessly murdered” their 2 victims and critically wounding 2 others.

Guzman's report also says a .45 caliber pistol was recovered with 6 live ammunition.

PDEA 3 COMMENDS TOWN’S ANTI-DRUGS FEATS; CONCEPCION NOW NO. 1 IN ANTI-DRUGS CAMPAIGN

This was the remark when Philippine Drug Enforcement Administration (PDEA) Region director Ismael G. Fajardo Jr., Ph.D made a surprise visit here and bestowed plaques of commendation to this town’s police station and the town's Mayor.

In simple ceremonies held in front of the municipal hall, Fajardo extolled PSupt Luis Ventura and Mayor Andy Lacson for their “exemplary accomplishments in line with the government’s intensive campaign against illegal drugs specifically the arrest of 4 High Value Targets (HVT)”.
Elected public officials and government employees and businessmen suspected of involvement in illegal drugs are listed by the police as HVT.

Fajardo mentioned the “commendable” arrest of 2 barangay councilors and 2 municipal employees who were all apprehended selling shabu in separate buy-bust operations.
Last week, Ventura led the arrest of 2 municipal employees Abel Datu, 50, of Barngay San Nicolas Poblacion and Armando Pamintuan, 51, of Barangay Green Village, who both sold shabu to policemen poseur buyers.

Barely a month ago, Ventura’s police team also successfully entrapped Barangay Councilors Daniel Quilala of Barangay Alfonso and Noel Sanches of Barangay Sta. Rita.

“We owe our accomplishments (in anti-illegal drugs) to the people of Concepcion especially to Mayor Lacson. Without the mayor’s and the people’s cooperation and support, we cannot do much”, said Ventura.

For his part, Lacson disclosed that, from number 5, this town’s police is now number 1 in terms of accomplishments in the anti-drug campaign of the provincial police office.

“PD (Tarlac Police Provincial Director PSSupt Ritchie Posadas) personally told me that we are No. 1 in the anti-illegal drugs campaign and this is due to the dedication and perseverance of our policemen under the leadership of Superintendent Ventura”, Lacson said.

PSInsp Aquino Bayangan, deputy chief of police, and Ventura received the plaques from Fajardo.
In less than 4 months, Ventura has caused the arrest of 82 persons for drug related offenses.

2 MUNICIPAL EMPLOYEES IN CONCEPCION, TARLAC BUSTED WITH SHABU

Thus, said mayor Andy Lacson on the arrest of 2 municipal employees here yesterday by the local police led by PSupt Luis Ventura Jr.

In his report to Tarlac Police Provincial Director PSSupt Ritchie Posadas, Ventura identified the arrested municipal employees in a separate buy bust operations as Abel Datu, 50, of Barangay San Nicolas Pobalcion, and Armando Pamintuan, 51, of Barangay Green Village who was entrapped along with 40-year old Mary Ann Pamintuan in their barangay.

Datu is a contractual street sweeper while Pamintuan works as a permanent utility personnel.
Being both employees of the municipal government, they are classified as “newly discovered High Value Targets (HVT)” said Ventura who assumed as police chief of this town last March 28.

In an interview, Lacson revealed that, “since Col. Ventura became our police chief I ordered him to arrest all persons involved in illegal drugs regardless of who they are. Sa aking administrasyon walang sino-sino pagdating sa droga”.

Last month, Ventura led his men in separately entrapping 2 barangay kagawads who were Barangay Kagawad Daniel Quilala of Barangay Alfonso and Barangay Kagawad Noel Sanches of Barangay Sta. Rita.

Four sachets of shabu were confiscated from Datu, while Pamintuan yielded 2 sachets and Mary Ann has 3 plastic sachets of shabu.

Datu and the Pamintuans all tested positive of methamphetamine hydrochloride.

For his part, Ventura said, “We are thankful for the support of the people of Concepcion especially Mayor Lacson. Their trust and cooperation ensured the success of our anti-drug campaign”.

In less than 3 months, Ventura is credited for having arrested more than 60 persons involved in illegal drugs.

This came as the police here arrested a “well known” drug pusher from Olongapo City who allegedly supply drugs in Concepcion, Tarlac.

In his report to Tarlac police provincial director PSSupt Ritchie Posadas, Superintendent Luis Ventura Jr, revealed that Arnolf Lugtu, AKA “Ponpon”, 30, of Sitio Pao, Barangay Sta. Cruz, here, was nabbed in a buy bust on May 27 morning time.

Lugtu’s name is listed on this town’s Watchlist of drug personalities and earlier he was among those who “surrendered” to the police but, apparently, he (Lugtu) continued his drug operation.

“Lugtu fooled us (police). He surrendered (to the police) and admitted his illegal drug activities and even signed an affidavit promising that he will no longer involve himself on illegal drugs. But he reneged on his promise and continued his selling shabu“, said Ventura.

Lugtu is a native of Olongapo City, but established a “palay buying” and “cono” (palay mill) business in Barangay Sta. Cruz 3 years ago.

His neighbors suspect that his business is only a “front” for his drug dealings.

“Nakaka-duda ang pagnegosyo niya (Lugtu) dito sa amin. Nagtayo siya ng konohan (palay mill) pero madalas namang sarado at ang pagbili niya ng palay paminsan-minsan lang. Laging siyang nagpupunta sa Olongapo (city) at alam ng halos lahat dito na siya ang nagbibigay at nagbebenta ng shabu dito sa amin”, said a neighbor who requested his name withheld for security reasons.

Lugtu is also described as, “bigtime, laging maraming pera pero hindi naman ina-asikaso ang negosyo (palay buying and milling)”

For his part, Mayor Andy Lacson commended Ventura for his “very serious and relentless efforts against illegal drugs”.

“Walang shabu laboratory dito, kaya dapat talagang hulihin ang mga nagdadala ng droga sa aming bayan”, also said Lacson.

Manila-Based Shabu Supplier of ‘REFORMED’ Pushers Killed in Bungled Buy-Bust

“The supply of drugs must be stopped.”

Thus, said when police here tried to entrap a Manila-based supplier of shabu which turned bloody when the suspect was killed after he shot it out with the cops.

In his report PSupt Luis Ventura identified the slain “supplier of ‘reformed’ drug pushers” as Marlon Kasan, 33, who is from Paco, Manila.

Ventura said Kasan was killed in an entrapment operation at Barangay Minane Concepcion, Tarlac at around 3am on May 21, 2017 (Sunday) when he (Kasan) resisted arrest and fired his gun.

“He is the (drug) supplier of several drug personalities who have ‘surrendered’ and underwent reformation. He is the source of shabu from Manila”, said Ventura.

Found from Kasan’s wallet were several pieces of Cebuana Lhuillier “padala” receipts sent to him by local drug personalities apparently as payment for the shabu he delivers.

A number of the persons who sent him “pera padala” were “drug-reformists” disclosed Ventura.
Also recovered from Kasan were 7 “bulging” sachets of shabu, a caliber .38 pistol with fired and live ammos, and pieces of drug paraphernalia.

Ventura, who have caused the arrest of 36 suspected illegal drugs violators in barely 2 months of being assigned as this town’s police chief, said, “we have focused our operation on stopping the flow of drugs in our town and on apprehending High-Value-Targets. We are very sure we have no shabu laboratory here. The supply of drugs comes from the outside”.

Within the last 2 weeks, 2 barangay kagawads were arrested selling shabu who were Barangay Kagawad Daniel Quilala, 36, of Barangay Alfonso, and Barangay Kagawad Noel Sanches of Brgy Sta. Rita.

Earlier, Brgy. Kagawad Gil Pascua, also of Brgy. Sta. Rita was also entrapped in a buy-bust operation.

As this developed, Tarlac Police Provincial Director PSSupt Ritchie Medardo Posadas commended Ventura for a “job very well done”.

Thus said PSupt Luis Ventura Jr to a man who was arrested for repeatedly raping his 8-year old daughter and sodomized his son.

In his report to Tarlac Police Director PSSupt Ritchie Posadas, Ventura identified the suspect of “incestuous crime” as Alberto Lansangan y Nicdao, AKA Loy, 57, of Brgy Corazon De Jesus, Concepcion, Tarlac.

Lansangan’s “devious abuse of his children” came out when her youngest daughter “Mary Jane” was accompanied by her maternal aunt Richellde Menese to the police station.

The 8 year old Mary Jane told police investigators that she was repeatedly raped by her own father, and the number of times she was abused was beyond her fingers (more than 10 times).

With her “livid staring” Mary Jane appears to be in a “state of traumatic shock” and her medico legal shows that she was indeed raped – “multiple lacerations in her vagina”.

According to her aunt Menese, the young tot, who stopped her prep-schooling, also told her how her eldest brother, 13-year of “Ireneo”, was also sexually abused by their father.

Mary Jane described how their father “sodomized” Ireneo. “Pinapasok niya titi niya sa puwet ng kuya ko”, said Mary Jane.

“The narration of Mary Jane is very natural and very naively truthful, that’s why we arrested Langsangan. If he is not insane, he must be a reincarnation of the devil. Over what he allegedly did to his children, Langsangan may do harm to others if allowed to roam around”, said Ventura, the town’s chief of police.

On the other hand, Mary Jane’s mother “Lucila”, though present during the police investigation, refused to utter any word on her children’s allegations of sexual abuse by their father.

Lucila, however , said Lansangan always physically beats him if she fails to bring any food to him.
“Binubugbog niya ako kung wala akong dalang pagkain”, Lucila said describing her jobless husband who is said to be into drugs.

Sought for comment, Mayor Andy Lacson said, “baka baliw nga ang taong ‘iyan, hindi siya normal, dapat maparusahan sa batas ang taong nang-rape ng anak niyang babae at lalaki, lalo pa mga menor de edad. Dapat din siyang maparusahan sa pambubu-bugbog sa kanyang asawa”.

These thieves should must go to jail, ASAP!

In a video posted by Netizen Jhong Gabor recently, "Salisi Gang" were caught on CCTV footage making short work of unattended bag on Wednesday April 19, 2017 in RCS Supermarket in Concepcion, Tarlac.

The thieves were unidentified as of now, but the authorities are still hunting the suspects.

Take note, the girl wears green polo shirt, the designated hitter of the gang while the other one wears white shirt acted as a team providing distraction and cover to the designated hitter.

The thieves finished the job in lest than 30 minutes and walked away unnoticed.

The 11 thousand pesos from the owner was not recovered yet.
