GERONA IS TARLAC’S ‘BEST PERFORMING LGU’ - DILG

It took “another” mayor to do it.

This comment came when this municipality received its first ever “Best Performing Local Government Unit (LGU)” award from the Department of Interior and Local Government (DILG).

The award was given by DILG Region 3 Director Julie Daquioag to Mayor Eloy Eclar at the Quest Hotel in Clark Economic Zone in Pampanga.

According to Lorenzo Abades, this town’s DILG Municipal Officer, he himself was surprised of the “prestigious award” when he accompanied Eclar at the DILG-hosted region-wide conference held at Clark Eco-Zone.

“Kahit ako hindi ko alam na mabibigyan ng (special) award ang Gerona. Nagpunta kami doon para lamang tanggapin ang P2 Million DILG special fund”, said Abades.

The Best Performing LGU award is given to municipalities and cities which met the “DILG’s stringent criteria” in the implementation of the department’s “locally funded projects”.

The criteria include “transparency, efficiency and competence”.

The P2 Million DILG special fund assistance will be used to “upgrade the solid waste management facility”of the town.

“I am deeply honored of the (DILG) recognition. We were not expecting that our reforms and public service-centered policies would be recognized”, said Eclar.

The first-termer mayor is being credited for “infusing professionalism, dynamism and sincere dedication to public service among the municipal employees”.

Eclar was recently conferred “most outstanding mayor” by a local media group.

“Maraming nagbago sa bayan mula ng umupo si mayor Eclar. Maraming investors ang pumasok at naging very professional sa trabaho ang mga municipal employees at mararamdaman mo na motivated ang mga empleyado na magserbisyo. At walang nabablitaang corruption”, said Barangay Nestor Austria of Barangay Apsayan.

Since the 1960’s, or for more than 50 years, the mayors of this town came from only 2 families – the Sembrano and Go political families.

The election of Eclar in 2016 is said to have “broken the 2-family political dynasty in this town”.

Mystery Van spotted giving gifts on street last Christmas in Gerona, Tarlac

A Netizen sent a photos of van without plate number giving gifts on the street last December 23, 2017.


Mario Pintasero, a netizen who sent a photos on our page (Taga Tarlac Ka Kung) said:

"As i was traversing Colibangbang Tagumbao road on the 23rd of December, as i am on my way to Gerona town, i noticed this black toyota innova, no plate no and conduction sticker was patched with a piece of paper."

"I am surprised as he is handing a red loot bag to people who he sees in the street."

"I just cant believe what i saw. This person is hiding his identity as gotten to see the man inside is wearing not a santa costume, instead, a mask."

"Whatever his intention is, indeed it brought smile to those people i happen to capture picture with on that limited time i have tailgating him. I think this guy deserves at least a couple of likes."

Sometimes, people don't need to be popular by being generous. Sometimes, they just hiding their identity and their main goal is to make smile the people around them.

LOOK: Mayor in Gerona, Tarlac serves as Traffic Enforcer

Mayor in Gerona, Tarlac Eloy Eclar had voluntarily served in road trafficking last December 10 despite the heat of weather according to the public post of Netizen.



On the public post of Michelle Baysa, a public teacher in Elementary praised Mayor Eclar as a good servant.

On that post, "San ka makakakita ng ganyan?, Mayor, nag-aayos ng traffic kahit mainit?" Baysa said.

The netizen spotted Mayor Eclar on the road and she has to take a photo and uploaded on social media.

GERONA, TARLAC FIESTA CELEBRATED WITH ‘LONGEST‘ BOODLE FIGHT IN THE COUNTRY

This came when this town celebrated its annual fiesta with the longest boodle fight set in the municipal main thoroughfare in November 26.

More than 7,000 people ate modest ‘handa’ of Dinuguan, Kilawin, and Menudo served on a 535-meter long tables. Boodle fight is a local army term when the personnel and officers eat together in the open in a long table and the food laid down on banana leaves.

A total of 445 tables were lined-up along the main street of the town and all covered with banana leaves where the rice and viands were laid down in a stretch of 535 meters. All standing, the throng of people ate with their bare hands. Children, women, senior citizens, farmers, businessmen, barangay officials and Tanods enjoyed feast in the street.

Hon. Eclar said it was his own money spent for the 2,500 kilos of pork and chicken meat and 12 cavans of rice. The 8,000 bottled water he said were, however, donated by the local mineral water businesses.


He soft spoken Eclar is a multi-millionaire who made it big in the construction industry. An engineer, who he started his career as a “lowly” municipal employee of this 3rd class town back in 1986. When he resigned in 1998, he put up the MB. Eclar construction company which is now one of the biggest construction firm in the province of Tarlac.

“Noon nakiki-kain lang ako kapag fiesta namin. Kaya ngayon na medyo natupad ko na aking mga pangarap, gusto ko naman na ako ang magpakain sa aking mga kababayan”, also said Eclar.
Sought for comment, local resident Jimmy Ocampo said, Sana maging tradisyon na ito tuwing fiesta”.

3 PUSHERS FROM OTHER TOWNS ARRESTED, 1 KILLED IN ARMED ENCOUNTER IN GERONA, TARLAC

Are drug peddlers invading this town?

This came about as 3 drug pusher were arrested while 1 of their kind was killed in an armed encounter on 4 separate entrapment operations here this week.

Slain in a shoot- out with the police this morning was Omar Ugadan of Barangay Tibag, Tarlac.
Ugadan, a known drug personality who “surrendered” to the city police during the advent of the PNP Project Tokhang, but, apparently, continued peddling drugs.

In his reports, PSupt Franklin Estoro revealed that last Wednesday, Jayson Lansang y Nuñez, 37, years old, married, of 3029, Abucay Street, Tondo, Manila, was entrapped in Barangay San Antonio.
Lansang, who yielded 4 sachets of shabu, “was arrested along with his co-hort Chiaro Crisanto Catu y De Guzman, 26, who was caught in possession of the mark money and another sachet of drugs”.
In his report to Tarlac Police Provincial Director PSSupt Ritchie Medardo Posadas, Estoro also disclosed Yesterday Santy Samson y Dela Cruz, 30, of Barangay Panampunan, Tarlac City, was apprehended in a buy-bust operation also in Barangay San Antonio.

Recovered from Samson were 3 sachets of illegal drugs.

“Ugadan was shot dead several meters fronting the house of former mayor Dennis Go when he tried to run away and fired 3 times at my men with a caliber .38 revolver”, Estoro said.

Local residents claimed almost all known pushers from this town were already apprehended since a relentless anti-illegal drugs campaign was launched by the police.

“Nahuli na yatang lahat ang mga kilala naming nagtutulak ng droga dito sa aming barangay kaya taga-ibang lugar na lang ang nagdadala ng droga dito”, said Jojoy Alicaycay, Chairman of Barangay San Antonio.

Last week, 3 known pushers from the municipality of Paniqui, including a public high school teacher, were also arrested by this town’s police Intelligence Unit headed by PInsp Joel Gamboa.

For his part, Barangay Poblacion 1 Kagawad Leslie Bermudez said, “lahat ng mga kilala naming ‘tulak’ sa aming barangay nahuli na o nagsi-alis na. Pero nakapagtataka na mayroon pa rin kaming nababalitaang nakaka-gamit ng shabu. Para tuluyang mawala ang droga, kailangan talagang bantayan ang mga pusher galing sa ibang lugar at sugpuin ang mga gumagawa ng shabu”.

“Hangga’t may gumagawa at nagpapasok ng shabu sa bansa, hindi mawawala ang mga pusher at addict”, added Bermudez.

DEPED TEACHER, 2 ‘RECIDIVIST’ PUSHERS BUSTED IN GERONA, TARLAC

Shabu ruins the mind and the soul.

This was the remark after a public high school teacher and 2 “recidivist” drug pushers were arrested in 3 separate buy-bust operations in Gerona, Tarlac last June 14, 2017.

Police Senior Inspector Joel Gamboa, Intelligence Officer of this town’s police said, “first to be entrapped was Johnny Linsao Cortez, 53, who was previously apprehended for peddling shabu”.
Cortez was arrested selling shabu to a police poseur buyer in Barangay Luna from whom 2 sachets of illegal drugs were confiscated.

“Then came the entrapment of Hernando Linsao Cortez, 50, AKA Buddha, in Barangay San Antonio. Six sachets of shabu and a digital micro weighing scale, along with several pieces of drug paraphernalia, were seized from Hernando”, Gamboa revealed.

Johnny and Hernando are brothers and both reside in Barangay Samput, Paniqui.
Gamboa also disclosed that Department of Education (DepEd) high school teacher Oscar Bacho Linsao Jr. was the 3rd to be entrapped in Barangay Poblacion 3.

The 49-year old Linsao resides at Barangay Poblacion Norte in Paniqui town and teaches at the Moncada National High School, Campo Santo 1 Norte, Moncada, as DepED teacher 1.

PO3 Artem Balagtas, the police investigator on the 3 buy bust cases, revealed that Hernando Cortez was previously arrested 3 times in Paniqui town all for selling shabu the latest of which was in 2015.
While Johnny Cortez was his 2nd time to be arrested for illegal drugs all in Paniqui town.

Balagtas also said, “Linsao and Hernando both tested positive of methamphetamine”.
According to Gamboa, “the successful entrapment on the 3 suspects was the result of the “focused and very diligent ‘intel-work’ of PO3 Mike Lester Bustillos”.

Bustillos is the Intelligence PNCO and leads the 8-member Intelligence unit of the Gerona police.
Meanwhile, PSSupt Ritchie Medardo Posadas, Police Provincial Director, lauded the arrest of the teacher Linsao along with the Cortez brothers.

“The successive arrests of 3 suspected drug pushers within 24 hours by the group of (Senior Inspector Joel) Gamboa is a laudable accomplishment. Their determined efforts to rid their town of illegal drugs peddlers deserve commendation”, said Posadas.

Are drug peddlers migrating?

This was the question posed after a “new big time pusher” was killed here in an armed encounter with the police at Barangay Tagumbao in Gerona, Tarlac.

In his report, PSupt Franklin Estoro identified the slain pusher as Rodelio Sabalo y Unat, 34, who is said to be new resident of Barangay Camangaan East, Moncada town.

Recovered from Sabalo were a caliber .9MM pistol , 16 sachets of shabu, a Honda TMX 155 motorcycle, among others.

According to PInsp Joel Gamboa, Sabalo sold 2 sachets of shabu to police poseur buyer PO2 Archie Niegos but resisted arrest and fired at the apprehending police team.

He was killed in the ensuing firefight with the policemen.

“From the looks of it (Sabalo’s killing), he is prepared to fight the police. He immediately drew his gun when he was about to be arrested and fired at my men”, said Estoro.

“Nahuli na naming lahat ang mga known pushers na taga-Gerona), pero may mga bagong pushers na lumilitaw na galing sa ibang lugar”, said Gamboa, this town’s long time Intelligence chief.
A few days ago, Gamboa’s Intel group arrested 3 pushers who are all from the neighbor town of Paniqui including a public high school teacher.

From the documents found from his body, Sabalo is from Barangay Magatos, Asuncion town, Davao Del Norte.

He moved to Barangay Camangaan East barely a couple of months ago.

CIDG nabs ex US army, brother for guns, ammos

Gerona, Tarlac - - A former United States army and his brother were arrested here last Wednesday by the Criminal Investigation and Detection Group (CIDG) at Barangay Dicolor.

In his report PCInsp Jerrold Jake Manguerra identified those arrested as brothers Leslie Borge Visaya, 44, and Enrique Borge Visaya, 31, both of Barangay Dicolor.

Their respective houses were raided by virtue of 2 Search Warrants issued by Judge Ronald Leo Haban of the Tarlac Regional Trial Court Branch 66.

A fully loaded Llama caliber .45 pistol was seized from Leslie’s house, while a Colt 1911 caliber .45 gun with 9 bullets was confiscated from the house Enrique.

According to Manguerra, the Visayas were made subject of police operation after receiving several reports of their possessing high powered pistols.

Last month, a kin of the Visaya brothers, Bernard Visaya, who is the Barangay Chairman of Dicolor, was shot dead by motorcycle riding criminals right in front of the barangay hall in a daring early morning ambush.

Sought for comment, Manguerra, the newly assigned Tarlac CIDG Provincial Officer said, “One of our primary mandate is to eliminate the proliferation of firearms to deter criminality. We shall remain very serious in apprehending persons possessing unlicensed firearms who ever they are”.

Manguerra belongs to the Philippine National Police Academy batch 2006.
The Visaya brothers were charged of violation of Republic Act 10591 or the Comprehensive Law on Firearms and Ammunitions Act.

BREAKING: 6 Hurt In Bus-Truck Collision In Parsolingan, Gerona Tarlac

Six people were injured when a truck collided with a passenger bus at Brgy. Parsolingan Gerona Tarlac near Elementary School April 28, 2017 8:00 am.

The unidentified driver of the truck that was loaded with delivery, claimed that the bus was speeding while they were coming out in highway, which caused the collision.
The driver of the bus, denied the allegation.

The victims were rushed to a government hospital located near the scene of the accident.

Investigation on the accident is ongoing. Both drivers are under the custody of the Gerona police. Either of the two may face charges of reckless imprudence resulting in multiple physical injuries and damage to properties.
