Jalara Calusa Narciso is a 20 year-old from Caluluan Concepcion, Tarlac, graduated at Tarlac State University with the degree of Bachelor of Secondary Education Major in Mathematics.

(In a casual interview by blogger (Ma. Era Cecilia Nunag) I ask a permission to post her on our page, then she replied several minutes. She approved my permission.)

"Simpleng mag-aaral, nangarap, nagsumikap. I am a daughter of Mr. Rolando Narciso, a laborer, and Raquel C. Narciso, a public school teacher. I have an older sister, who did not take higher education to give way for me and two younger sister who are in high school. I am a DOST scholar and currently serving the country by teaching in public high school in our barangay as a return of service to the support given by the government. I never imagine teaching but every path I took lead me to this profession or should I say vocation. As they say, maybe, everything will fall into their places." Narciso said.

Jalara Narciso ranked number 4 in Licensure Examination for Teachers with the average of 92.20%.

Meanwhile, a total of 160 newly licensed elementary teachers registered a 44.69% passing rate for TSU against the national passing rate of 26.33% in the elementary level.

Samar No. 1 Most Wanted Killed In Tarlac

Thus, said Tarlac Police Provincial Director SSupt Ritchie Posadas as he announced the killing of a suspected murderer, tagged as Samar province’s number one most wanted person, who was slain when he fought it out with policemen serving warrants for his arrest last November 21, 2017 at the plush Fairlane Subdivision, Barangay San Vicente, Tarlac City.

Posadas identified the slain suspected murderer of 2 persons and almost killing another in his hometown Calbayog City as Genesis Oquendo, AKA Etin.

Oquendo was killed when he shot at the arresting policemen who were about to serve 3 warrants of arrest issued by a 2 Samar Regional Trial Courts.

He is wanted by law in Calbayog City for 2 counts of murder and for a frustrated murder case.
Oquendo is said to be the leader of the Oquendo gun-for-hire group formerly operating in Samar and in Bicol area but is believed to have transferred his criminal activities here.

Two of his cohorts identified as Henry Palmones, 48, of Barangay San Francisco and Victor Vasquez, 40, of Barangay Banao, both of Guinobatan town, Albay, were arrested.

Three caliber .45 pistols were recovered, including the gun used by Oquendo.
Oquendo carries a P50,000 reward for his head, dead or alive.

Posadas also revealed that the police team who operated on Oquendo were from the Tarlac City police headed by PSupt BayaniRazalan, the Tarlac Provincial Intelligence Branch led by PSupt Luis Ventura Jr and the police contingent from the Samar Police Provincial Office.

GERONA, TARLAC FIESTA CELEBRATED WITH ‘LONGEST‘ BOODLE FIGHT IN THE COUNTRY

This came when this town celebrated its annual fiesta with the longest boodle fight set in the municipal main thoroughfare in November 26.

More than 7,000 people ate modest ‘handa’ of Dinuguan, Kilawin, and Menudo served on a 535-meter long tables. Boodle fight is a local army term when the personnel and officers eat together in the open in a long table and the food laid down on banana leaves.

A total of 445 tables were lined-up along the main street of the town and all covered with banana leaves where the rice and viands were laid down in a stretch of 535 meters. All standing, the throng of people ate with their bare hands. Children, women, senior citizens, farmers, businessmen, barangay officials and Tanods enjoyed feast in the street.

Hon. Eclar said it was his own money spent for the 2,500 kilos of pork and chicken meat and 12 cavans of rice. The 8,000 bottled water he said were, however, donated by the local mineral water businesses.


He soft spoken Eclar is a multi-millionaire who made it big in the construction industry. An engineer, who he started his career as a “lowly” municipal employee of this 3rd class town back in 1986. When he resigned in 1998, he put up the MB. Eclar construction company which is now one of the biggest construction firm in the province of Tarlac.

“Noon nakiki-kain lang ako kapag fiesta namin. Kaya ngayon na medyo natupad ko na aking mga pangarap, gusto ko naman na ako ang magpakain sa aking mga kababayan”, also said Eclar.
Sought for comment, local resident Jimmy Ocampo said, Sana maging tradisyon na ito tuwing fiesta”.

On Wednesday (November 22, 2017), another crown brings the first ever Tarlakenya who won in Ms. Q and A in Showtime. For the second time around, Rianne Azares got her 2nd crown on it's second day fighting in the battle of beauty and wit.


The contestant should answer the given question in 30 seconds. Rianne Azares questioned Vice Ganda (Host) "Kung hindi alam ng kapatid mo, na ang lalaking pakakasalan nya ay ex (boyfriend) mo. Sasabihin mo ba ito?"

Rianne answered: "I believe sasabihin ko po ito sa aking kapatid, sapagkat naniniwala ako na ito ay karapatan nyang malaman. Dahil kung tunay silang nagmamahalan sa kanya ang desisyon kung tatanggapin po nya ang lalaking makakaisang dibdib, ako po ay naniniwala mga kaibigan na walang masama sa pagmamahal ng isang bakla, dahil kami rin po ay nilalang din ng diyos na kapwa ninyo na marunong din magmahal ngunit kung hindi talaga kami itinakda sa isa't isa at kung darating ang panahon ay sasabihin ko ito sa aking ate kung paano sila nagmamahalan, yes matatanggap po nya ito. NAPOLCOM resolution baseless, irresponsible, fake? 17 TARLAC MAYORS THROW SUPPORT, VOUCH LACSON

Thus, said the mayors of the province who signed a Resolution “expressing unequivocal support” to Concepcion town mayor Andy Lacson.

The local chief executives who comprise the League of Mayors of the Philippines, Tarlac Chapter (LMP-Tarlac), met in this town in a special meeting primarily to sign their resolution.

The resolution says, “most unthinkable and painful is when is suspected to have a hand on illegal drugs and much more when (this is) made public through print or media (news)”.

“The LMP-Tarlac resolution was made to manifest our support to mayor Lacson and (Camiling mayor) Erlon Agustin.

The National Police Commission (NAPOLCOM) issued just recently its own resolution tagging 4 mayors of Central Luzon as “involved in illegal drugs trade/activity”.

Many here described the NAPOLCOM resolution as “baseless, a fake and a like”.
“We express our one hundred percent attestation to the fact that both mayors are with unquestionable integrity, honesty, credibility and dedication to good moral acts and deeds. We vouch that mayors Lacson and Agustin are God-fearing persons and we have high esteem for them ”, said the LMP-Tarlac.

Upon the release of the “controversial” NAPOLCOM resolution which stripped the mayors of their supervisory control over their respective police units, a large spontaneous “indignation rally” was held at the Concepcion plaza where speakers took turns in lambasting the NAPOLCOM and belied the commission’s accusation that Lacson was involved in drugs.

“As far as we know, (the mayors) were never involved in any crime, nor have been charged in court of law, nor have found protecting, cuddling or associating with unscrupulous persons”, also said the LMP.

LMP Tarlac president Moncada mayor Lita Aquino said, “It’s a big lie. We solidly stand behind him (Lacson)”.

While San Manuel Mayor Benjamin Tesoro lamented, “The allegation is very damaging to a very decent man (Lacson) who is too fragile to be involved in such a dirty trade (drugs). I don’t believe (the report). Never”

Meanwhile, the Vice-Mayors’ League of the Philippine (VMLP) Tarlac president Vice Mayor Danilo David of Concepcion said, “I personally know Andy since he was a kid. I can personally vouch that he is not into drugs. Politika lang ang rason kaya siya nadawit sa droga”.

David also revealed that the VMLP will also issue a resolution condemning the “baseless and irresponsible NAPOLCOM resolution” which identified Lacson as involved in drugs.

Ms. Q and A is a LGBT pageant of beauty and wit in Showtime, the noontime show in Abs-Cbn. Many LGBT's joined on this pageant nationwide. They wanted to bring the 5 crowns to go in the next level of competition. On Monday (November 20, 2017), a Tarlakenya fought in the battle of beauty and brain, and in the end of the segment she won her first crown. And she was the first ever Tarlakenya who won in Ms. Q and A!

In a casual interview by freelance blogger in Tarlac (Ma. Era Cecilia Nunag), Rianne Azares was born and raised in Manila but her father is pure blooded Tarlaquenio, they moved and relocated in Tarlac when she was in high school, she took up Bachelor of Arts in English at Tarlac State University, a former call center representative at Sitel Baguio. Then she resigned and went back in joining beauty pageants. She have been joining beauty pageants in nearby provinces in Luzon and was lucky to be crowned as Miss Gay Tarlac on 2015 at the present shes a freelance professional make up artist and a Costume and Gown Rental Shop Owner.

She's presently residing at Maligaya Tarlac City and she's also a member of Tarlac event suppliers Beauty Queen Maker also she was behind the success of Miss Tarlac City Tourism on 2015 Mutya Ng Lalawigan ng Tarlac on 2015 First Runner Up and Miss Silka Tarlac on 2015.

And now she was the First Ever Tarlakenya LGBT who won the crown in Ms. Q and A segment in Showtime. Pretty sure, Tarlakenyo's are so proud of her.

13 years WITHOUT JUSTICE yet in Hacienda Luisita Massacre

It has been 13 years but no one has been brought to justice for the deaths of seven people in a clash between striking workers of Hacienda Luisita and policemen and soldiers ordered to retake the gate of the sugar mill in 2004.



In 2005, former Ombudsman Merceditas Gutierrez dismissed the charges filed against Aquino, then a Tarlac representative, citing insufficiency of evidence.

The charges involved multiple murder, multiple frustrated murder, multiple attempted murder, murder, physical injuries, theft and malicious mischief that arose from the shooting and killing of Jaime Pastidio, Jhaivie Basilio, Adriano Caballero, Jessie Valdez, Jesus Laza, June David and Juancho Sanchez on Nov. 16, 2004.

On Dec. 10, 2010, an Ombudsman division absolved military and police officials of similar charges.
“[The Ombudsman] said the gunmen were not identified. There was no basis to believe that the seven workers shot themselves or that they were shot dead by their fellow striking workers,” Pahilga told the Inquirer by telephone on Wednesday.

In October 2014, Ombudsman Conchita Carpio Morales turned down Sentra’s motion to reopen criminal and administrative cases against Aquino, former Armed Forces chief of staff, Gen. Gregorio Pio Catapang, former Labor Secretary Patricia Sto. Tomas, former Labor Undersecretary Manuel Imson and sheriff Francis Reyes.

Aquino’s uncles and Hacienda Luisita owners Pedro and Jose Cojuangco, Ricardo and Jose Manuel Lopa, and Central Azucarera de Tarlac (CAT) executive Ernesto Topacio were also subjects of the complaint. Pedro Cojuangco died in 2014.

It was only in November 2014 when a report from the National Bureau of Investigation about the clash was made public.

PROTEST VS NAPOLCOM’S ORDER TO CONCEPCION MAYOR LACSON SNOWBALLS; ‘BIGGEST SPONTANEOUS' TOWN RALLY HELD

These were some among the words shouted by the town folks who filled the municipal plaza in protest of the National Police Commission’s (NAPOLCOM) order against Mayor Andy Lacson.
This came as the support to the “beleaguered” mayor by other local leaders snowballs.

The NAPOLCOM recently issued a resolution tagging Lacson, along with the mayors of Angeles City, Subic, Zambales and Camiling, Tarlac, of involvement in illegal drugs and were stripped of their supervisory power over the local police

The October 30 NAPOLCOM resolution received by Lacson’s office last November 10 morning, says, “the (four) local executives have been identified as engaged in illegal drugs and hereby resolved to withdraw the deputation of Mayor Andy Lacson (and 3 other mayors) as NAPOLCOM representative”.

Under the law, the NAPOLCOM, being the organization directly supervising the PNP, deputize municipal mayors to exercise supervisory control over local police force.

A big lie.

Sought for comment, Moncada town Mayor Lita Aquino who is head of the League of Municipal Mayors of Tarlac said, “It’s a big lie. We solidly stand behind him and mayor Erlon (Agustin of Camiling). We (personally) know them as God-loving and God fearing people (and) of good moral character”.

For his part, San Manuel Mayor Benjamin Tesoro said, “The allegation is very damaging to a very decent man who is too fragile to be involved in such a dirty trade (drugs). I don’t belive (the report). Never.”

“We know him as a very decent person, principled, honest and strongly against drugs. We cannot believe he is into drugs. What is their basis in accusing him?”, said Father Mon Capuno, head of the Parish Pastoral Council of this town.

“Kilala namin siya mula bata pa siya. Alam namin na hindi siya gumamit, lalo na nagbenta, ng ano mang droga. Galit nag alit siya sa droga kaya walang basehan ang kanilang paratang”, said Barangay Sta. Rita Chairwoman Lydia Sampang.

The NAPOLCOM resolution, which was signed by DILG secretary Catalino Cuy, Atty Rogelio Casurao and 4 other commissioners including PNP chief PDG Ronald Dela Rosa, accused Lacson of being “engaged in illegal drug trade/activity”.

During the jam-packed prayer rally held at this town’s cathedral, Lacson branded the NAPOLCOM order as baseless and malicious.

“Napaka-unfair ng (order ng) NAPOLCOM, wala pa man imbestigasyon inakusahan na akong involved sa ilegal na droga. Mali ang report ng NAPOLCOM. Dapat nilang malaman na ako pa mismo ang nangunguna sa mga drug tests na isinagawa namin sa munisipyo. Galit na galit ako sa droga at ni minsan sa buhay ko hindi ako tumikim niyan”, Lacson said.

“Hindi po ito pag-laban sa pamahalaan kundi pangangailangan lamang na linisin ang aking pangalan. Biktima (po) ako ng paninira. Hinahamon ko sila (NAPOLCOM) na magpunta dito at personal nilang i-validate ang report. Kung mayroon po silang mai-haharap sa akin na kahit isang tao lamang na magsasabing ako ay gumamit o may aktibitad sa droga, magre-resign ako. Dapat din nilang malaman na suportado ko ang kampanya ng gobyerno laban sa droga”, Added Lacson.

He also lamented that in his 22 years in public service, it was the first time that he was accused in illegal activities.

The 39-year Lacson started his political career at age 18 when he was elected Sangguniang Kabataan chairmen. He went to be elected as municipal councilor and became a 3-term vice mayor. He is now serving his second term as mayor.

Barely a couple of months ago, Lacson received a special commendation from the PDEA region 3 Director Ishmael Fajardo for his “support to the government’s campaign against illegal drugs”.
The PDEA commendation came after the local police arrested 3 barangay councilors and 2 municipal employees for their involvement in illegal drugs.

In an FB comment on the issue, Jonathan Manalao said, “(this is) the Philippines biggest fake news I've ever heard. Akusasyon na walang basehan. Walang patas na imbestigasyon. Yan ang batas meron ang pilipinas. Ganyan karumi at kadaya ang batas ng Pilipinas. Mga high-end drug lords di makulong- kulong di mapatay-patay kasama na si Baste Duterte anak ni (Presidente) Rodrigo Duterte. Napakalungkot isipin na ang butihing anak na matulunging tao, mahusay at matalinong alkalde ng aming bayan ay sinangkot sa drug trade ng mga taong inggit at gahaman sa kapangyarihan.

Sought for comment, Tarlac Police Provincial Director PSSupt Ritchie Posadas revealed that, “adjudication is (now) being conducted by the national agencies” on the issue raised against Lacson.
Adjudication is a police term which means “the charge or issue is being reinvestigated”.
Meanwhile, the Sangguniang Bayan (SB) headed by Vice Mayor Danilo David issued a Manifesto of Support.

Barangay Chairperson Evelyn Rivera revealed that the municipal Association of Barangay Chairmen also revealed that the 45 barangay councils of the town came out with their respective resolutions in support to Lacson.

In a separate interview, Rodrigo Mandapat, commented, “Ano ba ito, parang ‘yung pinabasa kay president (Rodrigo) Duterte na unang narco-list na kung saan yung isang judge na nakalista na actively involved sa droga ay matagal na palang patay? At ‘yung judge naman ay matagal na ring nagretire? Sinira nila ang reputasyon ni mayor, kailangan nilang itama ang maling akusasyon”.
More than 10,000 people attended the protest rally at the plaza which is claimed as the biggest “spontaneous rally” surpassing even the meeting de avance held during the last elections.
“Walang nag-invite sa kanila, walang program ang rally.

Nagprepare lang ng sound system sa plaza pagkatapos ng mass sa simbahan. Very natural ang support ng lahat ng tao kay mayor. Ito ang pinakamalaking rally dito sa plaza, mas malaki sa mga meeting de avance at lahat galit sa ginawa ng NAPOLCOM. Walang naniniwala na sangkot sa droga si mayor”, said councilor Reggie Dizon.

The hand fan reached the heights of it’s splendor in nineteenth century Europe, particularly in Spain. The first hand fan in Spain dates from 1802 in Valencia and quickly became a must have among upper class women. Fans were hand crafted and hand painted with the most delicate motifs depicted on the garment.

The hand fan is not just decoration, it is a trade mark of Spain, and it became part of Spanish culture, and of course, a cheap way to keep cool in the heat.

MAYOR IN CONCEPCION, TARLAC DENIES DRUG LINKS, NAPOLCOM REPORT IS BASELESS

Mayor Andres Lacson of Concepcion, Tarlac, on Thursday branded as baseless the allegation that he was engaged in the illegal drug trade, which was the basis of the National Police Commission (Napolcom) to strip him and 23 other local executives of police power.


"Hindi po tama 'yung report nila dahil kahit pumunta sila dito to validate for themselves, napakalayo sa personality ko, sa activity ko, 'yung sinasabi nila. Baseless po iyan kahit saan sila magtanong dito," Lacson said in a phone interview with GMA News Online.

He said there was no organized drug group in his city and those who deliver illegal drugs have already been arrested. He said even the city's chief of police can attest that he is not involved in illegal drugs.

Lacson admitted that he was hurt with the Napolcom resolution linking him to illegal drugs.
"Para nila kaming pinatay na walang honor. Iyong mga taong hindi kami kilala [ay] hindi na mababawi sa kanila 'yung masamang impresyon," he said.

He added that in his many years in public service, it was the first time that he was linked in illegal activities.

"First time akong na na-involve sa fiasco sa ganito pa. Nagsimula akong youth leader sa SK (Sangguniang Kabataan), councilor, vice mayor for three terms, at second term ko na sa pagka-mayor ngayon, never akong na-involved sa ganyan," he said.

He asked the Napolcom to validate their information again.

"Pumarehas lang sana sila, mag-validate sila hindi kami natatakot kahit kalkalin nila ang buong buhay namin," Lacson said.

He asked if his inclusion on the list was because Concepcion, Tarlac, is the hometown of the former President Benigno Aquino III.

Lacson said he will write a letter to the Napolcom, Philippine Drug Enforcement Agency, Department of Interior and Local Government, and Philippine National Police to clear his name.

The Napolcom resolution stated that after continuous validation by the intelligence agencies concerned, the local chief executives, including Lacson, have been identified as engaged in illegal drug trade or activity.

"The exercise of the duties, obligations, powers, and prerogatives vested unto the foregoing local chief executives as Napolcom deputy under Section 51 (b) of RA 6975 as amended are hereby suspended accordingly," the resolution said.

"Based on the consistent pronouncements made by our Chief Executive President Rodrigo Roa Duterte in his campaign against illegal drugs, the involvement of a local chief executive in illegal drug activity constitutes an act inimical to national security."

The resolutions said the alleged involvement in illegal drugs of the local officials negated the effectiveness of the peace and order campaign and thus serves as a valid ground for suspension or withdrawal of deputation of Napolcom representatives.

ONE of the prominent symbols in celebrating Christmas in the Philippines is the Belen, the Nativity Scene. Derived from the Spanish name for Bethlehem, the birthplace of Jesus Christ, the Belen has been carrying the message of love, mercy and humility of Christ to Filipinos.

However, the parol (lantern), the Belen has become a permanent fixture in homes, churches, schools and even office buildings during the Christmas season.

Tarlac has become the “Belen Capital of the Philippines,” mainly from the efforts of the mother-and-daughter tandem of Doña Isabel Cojuangco and Dr. Isabel Cojuangco-Suntay, chairman of the Tarlac Heritage Foundation.

Although its a competition to showcase the different designs of the Belen, the atmosphere is friendly and vibrant as Tarlaqueños join to promote the spirit of Christmas and build up Tarlac’s stature as a place with rich historical heritage.

The Belen-making competition, which started in 2007, is one of the major festival of Tarlac.  This year’s edition has hundred plus entries from 17 different areas of the province.

One of the highlights of the competition was the touring of the judges accompanied by the media, soldiers and the Tarlac Heritage Foundation officials.  The judges went to see all the entries and they all concurred that the participants put their best foot forward to create a good first impression.

Moreover, the entry of AFP-Nolcom, called "In Peace of Marawi City", has attracted a lot of visitors both local and foreign for its magnificent design.

This stuff of "Marawi City" made by the Armed Forces of the Philippines (Northern Luzon Command) was featured in GMA News on November, 6 2017. Back to back Grand Champion for past 3 years for (Non-Municipal Category).

This just in from Miss Philippines Nelda Ibe herself:

"I wasn’t present during the announcement of the winners during the talent show (that's why everyone is making rumors that I was eliminated) kasi dinala na po ako sa hospital right after I performed. Yes, I wasn’t feeling well but still I want to show up and the organizers know that."

This just in: Contrary to rumors that Miss Philippines Nelda Ibe was eliminated during the Talent Finals of The Miss Globe 2017 for allegedly “lip-syncing” her song performance, my source in Tirana, Albania confirmed that NO such elimination took place at all. I was told that she delivered her number beautifully well.

Let us not bash our Queen and distract her chances of doing well in the competition. She has been nothing but nice to everyone (including the organizers) and spreading such information does not help her bid.

This is how my source explained it.

“Just to clarify what all the bashers online are spreading, she (Nelda) did an excellent job in her talent and she used "plus one back music tracks" because all the other singers did the same also...”

Let us maintain positivity in supporting our representatives please!

This Entry of Capas, Tarlac in Belenismo 2017 was made from Carabao Poop

Aside from "The Melting Pot Festival", Did you know? Tarlac is also dubbed as  "BELENISMO CAPITAL OF THE PHILIPPINES" by Department of Tourism.

It's a yearly Province-wide Festival that has brought together communities to craft their very own "Belen" designs, usually humongous ones from recycled materials. It is a tourism inspired activity to create livelihood projects from nativity art work! Not only it is picturesque scene, but it also remind us the origin and nativity of our savior Jesus Christ.

Municipality of Capas got 2nd placed last 9th Belenismo In Tarlac. In this year's entry of Capas is a Windmill inspired made from Carabao Poop and Tinapa Tray. Truly, tarlakenyos has a talent for making unique and amazing stuffs!
