Another Vehicular Accident In Brgy. Aguso Tarlac City

Patay ang ginang habang sugatan naman ang kanyang asawa matapos mabundol ng truck, malapit sa pinangyarihan ng aksidente ng Hi-Ace Van at Santras sa Brgy. Aguso Tarlac City July 25, 2017.


Ayon sa nakasaksi umano sa aksidente, mabilis ang pagmamaneho ng truck at kasunod neto ang sasakyang motorsiklong sinasakyan ng mag-asawa.
Isinugod pa sa Tarlac Provincial Hospital ang mag-asawa pero tuluyan na ring binawian ng buhay ang ginang, habang malubha naman ang tinamong head injury ng kanyang asawa.
Tumanggi na munang magbigay ng pahayag ang pamilya ng mga biktima pero nagsampa na ito ng kasong reckless imprudence resulting in homicide sa driver na wala rin palang rehistro.

At least 4 people were killed and around 14 injured in a bus and uv express accident in Tarlac City on Sunday Morning July 23, 2017.










The bus was traveling from North when its brakes failed on a winding road into Uv Express.




Based on the initial investigation, authorities said the bus driver was speeding and even overtook vehicles before the crash. The police have yet to release information on the identities of the victims as authorities could not yet retrieve the victims' personal belongings.


Road accidents are common in the Philippines, where old, badly maintained buses ply poorly lit roads. Poor road habits and drivers working long hours also contribute to frequent mishaps.

Concepcion, Tarlac - - Good deeds do not go unnoticed.

This was the remark when Philippine Drug Enforcement Administration (PDEA) Region director Ismael G. Fajardo Jr., Ph.D made a surprise visit here and bestowed plaques of commendation to this town’s police station and the town's Mayor.

In simple ceremonies held in front of the municipal hall, Fajardo extolled PSupt Luis Ventura and Mayor Andy Lacson for their “exemplary accomplishments in line with the government’s intensive campaign against illegal drugs specifically the arrest of 4 High Value Targets (HVT)”.
Elected public officials and government employees and businessmen suspected of involvement in illegal drugs are listed by the police as HVT.

Fajardo mentioned the “commendable” arrest of 2 barangay councilors and 2 municipal employees who were all apprehended selling shabu in separate buy-bust operations.
Last week, Ventura led the arrest of 2 municipal employees Abel Datu, 50, of Barngay San Nicolas Poblacion and Armando Pamintuan, 51, of Barangay Green Village, who both sold shabu to policemen poseur buyers.

Barely a month ago, Ventura’s police team also successfully entrapped Barangay Councilors Daniel Quilala of Barangay Alfonso and Noel Sanches of Barangay Sta. Rita.

“We owe our accomplishments (in anti-illegal drugs) to the people of Concepcion especially to Mayor Lacson. Without the mayor’s and the people’s cooperation and support, we cannot do much”, said Ventura.

For his part, Lacson disclosed that, from number 5, this town’s police is now number 1 in terms of accomplishments in the anti-drug campaign of the provincial police office.

“PD (Tarlac Police Provincial Director PSSupt Ritchie Posadas) personally told me that we are No. 1 in the anti-illegal drugs campaign and this is due to the dedication and perseverance of our policemen under the leadership of Superintendent Ventura”, Lacson said.

PSInsp Aquino Bayangan, deputy chief of police, and Ventura received the plaques from Fajardo.
In less than 4 months, Ventura has caused the arrest of 82 persons for drug related offenses.

Bus Accident in Tarlac City


Fourteen people were injured and four people dead as of now Sunday (July 23, 2017)  after a passenger bus crashed into UV Express along Mc Arthur Highway in Brgy. Aguso Tarlac City.

The bus reportedly rammed into the highway side due to loose brakes.


Bus conductor was rushed to the hospital after obtaining rib fractures when he jumped off the bus.
Four passengers were admitted to the Tarlac Provincial Hospital for close monitoring.

Most of the passengers were from Tarlac.

Bus driver said the brakes had no issues when he checked the vehicle yesterday, the bus driver has been placed under the custody of  Tarlac Municipal Police Station.

Trike driver arrested for marijuana, shabu in Mayantoc, Tarlac

Mayantoc, Tarlac - - Small towns now target of drug suppliers?

This question came as this town’s police arrested a tricycle driver possessing marijuana and shabu at a check point in Barangay Rotrottooc on July 12, 2017 (Wednesday).

In his report to Tarlac Police Provincial Director Ritchie Medardo Posadas, PInsp Romulo Quibuyen identified the apprehended trike driver as Roderick Arpa y Castro, 47, of Barangay Malacampa, Camiling, Tarlac.

Quibuyen disclosed Arpa was apprehended after he tried to evade a police check point and was found in possession of 3 sachets of shabu and 2 sachet of marijuana.

“For the past several months, we have no known drug pusher here until we arrested him (Arpa) in our checkpoint. We are now re-assessing the situation to determine if other pushers have infiltrated our municipality”, said Quibuyen.

This town is a “remote but a very peaceful 3rd class municipality” lying in the hinterlands of the Zambales Mountain Range west of Tarlac province. It has around 33,000 registered voters.
It is very seldom that there are detainees at the police station detention cells.

“We have no idea that he was carrying illegal drugs. But when we arrested him for trying to run away from our checkpoint, he yielded marijuana and shabu”, added Quibuyen.

Upon being accosted, Arpa yielded 3 plastic sachets of Methamphetamine hydrochloride (Shabu) with a total weight of 1.758 grams and 2 sachets of Cannabis sativa (Marijuana) weighing 3.134 grams.

Arpa, however, refused to reveal his source nor the people to whom he will deliver the illegal drugs.
After being submitted for inquest at the Tarlac Provincial Prosecutors office, Arpa was committed at the Camiling Bureau of Jail Management and Penology.

Arpa, who is a native of San Carlos City, Pangasinan, was charged of violation of Section 11 of RA 9165 (possession of illegal drugs).

TARLAC CITY MAYOR SUSPENDS POULTRY OPERATION

Victory of the people against an unsanitary big business interest?

This came when Mayor Cristy Angeles issued a suspension order against a big poultry farm long been complained of for the swarm of flies it generates.

Suspended from operating is the Dela Rosa-Vega Poultry Farm located at Sitio Pag-asa, Barangay Tibag Tarlac City.

The Mayor’s order reads, “you are hereby ordered and directed to SUSPEND your business operation until such time that all the necessary clearances, permits and pertinent documents relative to your poultry farm, have been secured, completed and submitted to the appropriate departments/agencies of the City and National Governments”.

The suspension stemmed from the poultry’s noncompliance with local and national government permits, as enumerated by Freddie Farres, a resident of the area, in his series of letters to Mayor Angeles dating back in April 18 this year.

On June 19, Farres sent another letter summarizing the violations of the said poultry among which were:

1. No business permit.
2. No building permit (though the City Engineer’s Office said that they have a record of application, but have yet to show the actual permit).
3. No sanitary permit.
4. No ECC (Environmental Compliance Certificate).
5. No Barangay clearance from the current Barangay administration.

Farres said he is still waiting for the other national government offices over their report on the poultry’s compliance.

But Farres said, the Mayor’s office, and the city line departments, had been treating the said poultry farm with kid gloves as there are unconfirmed reports that the poultry owner is an “amiga” of the mayor and the suspension, though a “positive development, is just a slight blow”.

“The community demands a permanent solution,” Farres said, referring to the “root of the issue which is the swarm of flies” said to be emanating from the Dela Rodsa-Vega poultry.
Farres has taken the cudgels for the more than 2,000 residence complaining the poultry’s “unsanitary operation”.

Dela Rosa-Vega Farm had been the subject of complaints by the people affected of the swarms of flies which regularly come every harvest season for the last more than 10 years.

In Farres’ April 18 letter to the mayor, it cited the 2015 petition signed by hundreds of affected residents of Barangay Tibag which remained unacted.

The attached to the letter of Farres is a similar complaint-petition with 400 signatures.
“Tama na, busog na busog na kami sa langaw lalo na ang mga matatagal ng residente dito. Nakailang subok na sila na magreklamo, walang nangyari. Kawawa sila dahil hindi nila alam kung paano i-approach ang problema. They have been suffering for years! Pasensiya na lang. Pinaglalaban lang namin ang aming karapatan para sa malinis na kapaligiran, karapatan na makalanghap ng malinis na hangin, karapatan na kumain ng maayos, karapatan na matulog ng mahimbing, karapatan na mapakinabangan ang aming mga lupain sa ligal at maayos na paraan,” Farres commented.
Despite the issuance of a suspension order, a resident remained hesitant on the issue.

“Fifteen days lang ang suspension, paano kung nag-load ulit sila? Kung serious ang pag-address sa aming reklamo dapat closure order ang pinalabas dahil sa ilang taon na paulit-ulit na paglabag nila sa mga environmental laws and local ordinances”, said a resident who requested his name withheld.
Apparently, the mayor’s suspension order came on the “warning that the issue will be elevated to the higher offices if not acted upon” contained in Farres’ letter.

ADDICT TURNED CRAZY, RAPES 3 DAUGHTERS IN TARLAC CITY

Shabu Made Him Crazy

This was the remark of a neighbor when a man was arrested for allegedly raping his 3 daughters aged 4, 9 and 17 years old.

Arrested for Incest was Ronnie Macalino Galang, 36, who is said to be addicted to shabu.
Galang’s “evil act” was discovered when his in-laws found the severely swollen private part of 4-year old “Michelle”.

During the investigation, his eldest daughter, Maria, revealed she has been repeatedly raped by her father for the past 5 years.

His 9 years old daughter Marimar also said she was sexually molested by Galang.

As this developed, some residents of Barangay Buenavista disclosed that Galang is also suspected robbing their neghbors.

“Si Galang a suspect sa mga nakawan dito sa amin. Masyado ng lulong sa droga ang tao ‘yan kaya wala na sa nasira na ang ulo”, said Galang’s neighbor who requested his name withheld for fear of reprisal.

“Ang pinaka-problema namin ay pagdeklara na ‘drug-free’ na raw ang aming barangay. Sa totoo lang napakarami pa ring addict at mga pusher dito sa amin kaya marami pa rin ang nakawan”, also said Galang’s neighbor.

Three cases of Incestuous Rape in Relation to RA 7610 were filed against Galang.
Michelle and her 2 siblings were accompanied by her mother and maternal aunties when they reported to the police investigators.

Galang is now detained at this city’s Bureau of Jail Management and Penology (BJMP) and is not allowed to post bail.

3 PUSHERS FROM OTHER TOWNS ARRESTED, 1 KILLED IN ARMED ENCOUNTER IN GERONA, TARLAC

Are drug peddlers invading this town?

This came about as 3 drug pusher were arrested while 1 of their kind was killed in an armed encounter on 4 separate entrapment operations here this week.

Slain in a shoot- out with the police this morning was Omar Ugadan of Barangay Tibag, Tarlac.
Ugadan, a known drug personality who “surrendered” to the city police during the advent of the PNP Project Tokhang, but, apparently, continued peddling drugs.

In his reports, PSupt Franklin Estoro revealed that last Wednesday, Jayson Lansang y Nuñez, 37, years old, married, of 3029, Abucay Street, Tondo, Manila, was entrapped in Barangay San Antonio.
Lansang, who yielded 4 sachets of shabu, “was arrested along with his co-hort Chiaro Crisanto Catu y De Guzman, 26, who was caught in possession of the mark money and another sachet of drugs”.
In his report to Tarlac Police Provincial Director PSSupt Ritchie Medardo Posadas, Estoro also disclosed Yesterday Santy Samson y Dela Cruz, 30, of Barangay Panampunan, Tarlac City, was apprehended in a buy-bust operation also in Barangay San Antonio.

Recovered from Samson were 3 sachets of illegal drugs.

“Ugadan was shot dead several meters fronting the house of former mayor Dennis Go when he tried to run away and fired 3 times at my men with a caliber .38 revolver”, Estoro said.

Local residents claimed almost all known pushers from this town were already apprehended since a relentless anti-illegal drugs campaign was launched by the police.

“Nahuli na yatang lahat ang mga kilala naming nagtutulak ng droga dito sa aming barangay kaya taga-ibang lugar na lang ang nagdadala ng droga dito”, said Jojoy Alicaycay, Chairman of Barangay San Antonio.

Last week, 3 known pushers from the municipality of Paniqui, including a public high school teacher, were also arrested by this town’s police Intelligence Unit headed by PInsp Joel Gamboa.

For his part, Barangay Poblacion 1 Kagawad Leslie Bermudez said, “lahat ng mga kilala naming ‘tulak’ sa aming barangay nahuli na o nagsi-alis na. Pero nakapagtataka na mayroon pa rin kaming nababalitaang nakaka-gamit ng shabu. Para tuluyang mawala ang droga, kailangan talagang bantayan ang mga pusher galing sa ibang lugar at sugpuin ang mga gumagawa ng shabu”.

“Hangga’t may gumagawa at nagpapasok ng shabu sa bansa, hindi mawawala ang mga pusher at addict”, added Bermudez.
